  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We've also made the website text as simple as possible to understand.

AbilityNet has advice on making your device easier to use if you have a disability.

Technical Information about This Website's Accessibility

Skipwith Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non-Accessible Content

The content listed below is non-accessible for the following reasons.

Non-Compliance with the Accessibility Regulations

  • The website does not contain ARIA landmarks to identify regions of a page. This fails WCAG 1.3.1, WCAG 2.4.1. We plan to review possible solutions to this problem during 2021.
  • Some anchor elements do not have appropriate ARIA widget roles. This fails WCAG 4.1.2. We plan to review possible solutions to this problem during 2021.
  • Some pages contain anchor link tags that do not contain link text. This fails WCAG 2.4.4. We plan to review possible solutions to this problem during 2021.
  • Users do not have multiple ways to navigate to a page. This fails WCAG 2.4.5. We plan to have a Site Map added to the website in 2021.
  • Some pages contain table elements that do not have all semantics correctly defined. This fails WCAG 1.3.1. We plan to review possible solutions to this problem during 2021.
  • Some images and text within the menu do not provide sufficient contrast. This fails WCAG 1.4.11. We plan to review possible solutions to this problem during 2021.
  • Some of the pdf files are not fully accessible. This fails WCAG 2.1. This will be rectified when the appropriate tools and skills are available in the Parish Council.

Disproportionate Burden

Navigation and Accessing Information

  • There is no visible focus when the images contained in the image slider on the home page are tabbed through.
  • The image slider on the home page contains links that are not described by the link text.
  • The images contained in the image slider on the home page scroll automatically and it is not possible to pause, stop or hide it.
  • It's not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.
  • It is possible to zoom in up to 300% without the text spilling off the screen, however horizontal scrolling can be required when the zoom level is increased to 400%.

Content That's Not Within the Scope of the Accessibility Regulations

PDFs and Other Documents

Some of our older PDFs and Word documents do not meet accessibility standards - for example, they may not be structured so they're accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services. For example, we do not plan to fix any Code of Conduct or Meeting Minutes produced before that date.

All other PDF documents will be made accessible when the correct tools and skills are available to the Parish Council.
